Wyoming Leftover 109

A buddy and I are looking at purchasing left over buck tags for unit 109. We know there is limited public land. We have hunted other limited public land units in Wyoming. We have called some landowners on WGFD land owner list and have a spot or two to hunt possibly. The thing I am worried about is we are looking at hunting November 20-23. How many antelope will be around usually? Yes if severe weather hits there may not be one in the country i presume. Any help would be appreciated.
