Anything that Hicks is involved with is a joke, this one is no different.
IMO, Hicks doesnt have the first clue about anything to do with wildlife, gun laws, legislation, or the legislature.
I guess he's figuring he's a one termer...may as well throw the monkey wrench into as many places as possible...
Quite the legacy he's leaving behind when even WYSFW thinks he's a wing-nut...thats impressive.
