So wyoming has type 4 and type 6 cow tags. If all of the type 4 tags didnt get sold in the draw do they get put into the leftovers as reduced price?

Nope, all leftovers go in at the same price they were in the draw, minus the $14 application fee.

Some of the type 6 have restrictions on a unit to unit basis. Type 4 do not I believe. For example in one unit a type 6 may only be good on private, BLM and state land until a certain date. Then unit wide usualy after the regular seasons are done.
