I know this is a 4 year old thread but got curious about something after reading here. Is it legal to use a public utility easement to access BLM or other public lands for hunting? For example, if a power line crosses a road and runs thru a quarter mile of private land, then joins with a large chunk of public land that is inaccessible any other way could you walk under the power lines to get to the public land?

No, you couldn't. The purpose of the easement is for the power line, and not public access.
