Where should I spend my money?

I just turned 18, and I'll be submitting a couple applications this year for the first time ever. I am playing the long game as of now b/c I won't be able to hunt for the next 4 years due to college athletics. I am looking to start applying and gathering points for Big Horn Sheep (rocky mtn), Elk, and Mule Deer. For Mule deer I am likely going to start collecting mule deer points in Utah b/c I will be going to college there and becoming a resident there. For sheep I am considering Montana and Idaho, and for Elk I am undecided. Any input on which states would be the best per species would be greatly appreciated.
