What are these

We saw these little things hanging on a few barbed wire fences while antelope hunting last week in the Ruby Valley.
Does anybody know if they designate anything? They were on miles and miles of fence line. They were not on any of the pivot fields that were posted no trespassing.
There were also orange ones.

Ah...thanks guys, that makes perfect sense. The area where we saw these markers is classic sage grouse habitat.
