Water fowling in Fish Lake National Forest Area?

I am headed up to the Fishlake National Forest in Utah to take a last swing at filling my cow elk tag in the beginning of December. I'd far rather be swinging on waterfowl. Any knowledge of opportunities there for some public land water fowling out of Loa or surrounding areas?
