what is the better buy ? A new in package VXI 3-9x40 or a 11 year old VXII 3-9x40?

Yes NEW VX I and 11 year old used VX II

I have read on past postings it is better to buy a higher quality used scope over a lesser quality new scope .

After comparing both ,I went with the new VX I . Just looked brighter and clearer than the older used VX II .
