Well, it is about time. But, I am not going to get too excited until all the "soon to come" law suits are settled.
The day has come for the states to get control, but I wonder how many lawsuits and millions of dollars will be required to get to true state management.

The objectives were met a long time ago, so I am sure the argument will be that new criteria should be used.
