Unlocking Public Land

I believe last year there were only 4 sections opened by this but every program has to start somewhere!
A good monetary incentive for landowners who are able and open to allowing access. I am unsure but i believe the part of the enhancement fee goes to Block Management.
 
I'm not all that familiar with Montana. I have two questions:

1. Are these just isolated 640 acre sections, or do you have large deeded-land-locked blocks of public land we can't get to? (I know size doesn't matter and I am aware of the corner-hopping issue from public section to public section. I'm specifically curious about inaccessibility to large contiguous blocks.)

2. I know some of these are literally no-access-except-by-air public lands. But is any of the complaint a convenience issue, where the land can be accessed but it's a long hump around to get in there?
