I was taking a look at their 2013 990.

They spent 1.1 million on big game hunts and permits and 500K on landowner tags.

Who gets to use these?

They own a guiding business in Canada.

Why didn't they file a 990-T?

The money "spent" on hunts, permits and landowner permits is probably the portion that must be returned to the state, landowner, etc. after they auctioned those permits.
