Spinning wing decoy Regulations Federal or State

I can't find any regulations regarding the use of motorized spinning wing decoys in Nevada within Nevada's regulations. Are the rules regarding the use of motorized spinning wing decoys set by the State or Fed.?

Not familiar with NV's regs but spinning decoys rules would be set by the state.

Washington, Oregon and Pennsylvania I think are the three states where battery operated decoys are illegal
