Block management is a broken system. The money should be spent to ensure long term access to public lands. If I had my way block management would go away, landowners that seriously participate would still let hunters go.

Yes, Block Management is abused!
My group of antelope hunters stopped in a restaurant in Baker, MT one time and overheard some ranchers at the next table laughing it up about all the BM money they made from friends and family that signed up on each other's ranches and didn't hunt.
