Private land access in WY unit 23

I was wondering if anyone could help me out. I've been on this forum for a bit and wouldn't ask this question for myself.

I have a friend who is an older vet (Marine) also a retired CSI guy for the state of MI. He has a private land tag for unit 23 and he wants to go and can pay. He doesn't have a lot of hunts left in him. He is a cancer and stroke survivor and he would never ask for himself..

If someone could forward me a solid contact so I could help a brother out I would be greatly indebted.. He has contacted the F&W people and has struck out with every lead.

I wish the game and fish would stop issuing those private land only tags if more landowners don’t step up and allow hunting.

private land tags: you have to find the land that isn't big enough for an outfitter to bother with, but is big enough to hunt, it ain't easy!
