Actually, you put melted butter in the bottom of the pan before the tots so they crisp up nicely.

so my Wife is from North Carolina,,, I was born and raised in northern Wisconsin till I left for military
my Mother died in 1987, a year and a half after we were married.
You know how folks bring food over when someone has passed.
on the way back to NC (I was stationed there then) my Wife made the comment -

"Do they cook ANYTHING without putting corn in it? I swear the chocolate cake had corn!!"

I laughed for 500 miles

My wife does tots bottom and top and it is actually really good!

We are still talking casseroles right?

Tots on the bottom, tots on the top! I use a big, deep cast iron skillet. Cook the bottom tots for a bit before you cover them with the meat, veggie, cream of mushroom mixture and more tots. This will get them crispy.
