Outfitter/guide liscense question?

We don't have liscenses for that in Texas. We have a landowner liscense for people to hunt on your land and we have hunting liscenses, not guide or outfitter liscensing.

I just heard about another guy here selling people hunts and giving them nothing. They arrested him, but it took some super efforts, and many people were ripped off before they got him.

My issue/question is: Do you know any data or have any idea how much this kind of thievery is cut down, if you require outfitter and/or guide liscensing?
There must be data from states that require their outfitters and guides to be liscensed. Where is it?
What does it say?
