NV waiting period

Does anyone know if during the NV waiting period for antlered elk can you still get points to build points up even though you can’t hunt?

That's kind of the purpose of the waiting period, isn't it?
That doesn't keep you from applying for cow elk or depredation hunts though.

As a nonresident, it is best to consider a decent Nevada elk tag a once-in-a-lifetime tag. With the amount of time it will take to get a good tag combined with waiting period and an ever increasing amount of new applicants compounded by existing applicants, drawing twice on a good tag would be very lucky.
