Mule Deer Winter Range Idaho?

I have a friend who is visiting In Laws in Idaho Falls this week and is wondering where he can go see wintering mule deer. He has binos and a spotting scope.

He could probably find some up Wolverine Canyon. Basically from Idaho Falls take the old highway 91 towards Blackfoot take a left on wolverine rd. Go up until it turns to dirt. Should see some shortly before it turns to dirt. He could also shoot up blackfoot river rd. A right off of wolverine a couple miles before the dirt and can glass for days once he gets up the hill and around the corner on that road.
