If I understand correctly, One needs to only buy a General Lion tag and that fulfills hunting during archery and fall season? I do not need to apply for any specific districts?

During the Archery Only and Fall Season Without Dogs, a General Mountain Lion License may be used in any valid mountain lion hunting district, even if the district is a Special Mountain Lion License district during the Winter Season.

To my knowledge yes . If you want a Special area then you can put in for it .

YES, for Archery or General season an over the counter tag is all you need for archery or rifle (you will need to also purchase an archery endorsement on your license). It only gets complicated if you want to hound hunt in one of the special districts which are by drawing.
