Definitely not the case. I have several friends (n=4) that have come out and purchased an OTC elk B tags for the late season cow elk hunts. It's possibly the best value for NR IMO if you have the right connections.Interesting. Seems very relevant when people are talking NR hunters, numbers, pressure and tag sales and assume that no ones hunting B tags.
