Idaho units 4, 7, or 16

Curious as to whether or not these are decent units for blackpowder. My dad's friend is trying to find an over the counter deer tag for a muzzy and these are the units he found. Any help is appreciated, thanks!!

Probably not much help here but I hunted Elk City Zone Unit 16 in Oct. of 2000. I killed a nice four point bull but I was centerfire rifle hunting. It's mainly fairly rough country, and on a muzzle loader hunt, there's plenty of close country for one to perhaps get next to a deer. It's steep up there so be prepared.

Don't know about the other two units.
