Idaho Going to NR Draw for Elk and Deer?

For those of us who were applying online, this was already a draw with wacky rules since everyone was logging on multiple times to get another chance at a random number. But, letting folks buy in person was complete BS! Last year my number was 999 and all the good elk units were still gone by the time I got into make my purchase. Two years ago I was in line 6 hours to pick up a tag. I will not miss this process at all. I hadn't considered the impact of everyone buying a license and the knock-on impact to the LE draw, but I think you all are spot on. It will definitely cause an increase in participation and further hurt draw odds.

I advocated for them to pull the 10% NR tags out of the controlled hunts and run them with the lottery for the general tags - i.e. make all NR tags a controlled hunt.

Would have simplified it greatly. Now you’ll end up washing out the controlled hunt odds because everybody that applied for a general tag (and purchased a liscense) will be applying for a controlled hunt - what’s $6 more once you’ve already purchased the license.
I do like the idea, but I'm not sure it is possible with Idaho's sequence of draw.

On deer and elk LE tags, especially hunts with just a few tags, IDFG has no way to know which tags would be drawn by NR, therefore it is impossible for them to pull them aside beforehand for a December draw.

That’s a good point. It would result in higher NR allocations for LE tags if some this way.

Easy fix is make a tag non refundable and you cannot apply for both LE and general/quota units.

Isn't the reality that there is no such thing as a general tag for a NR? There was a limit on everything. For the "general", getting the tag was only dependent on knowing/paying the right people, hoping for a lower number in the line online, or figuring out the system to buy a tag in person (which for some that included a long drive or flight to ID). This is a better, more fair system. Perfect? Not for all. Particularly for those that knew the right people or the right places to buy their tag.

There’s still a simple way to deal with it. We give up to 10% of the controlled hunt tags to NR. When it comes to hunts with less than 10 tags, skip a year. Almost all hunts have at least 10 tags, but there are a few with less - 5, so only allocate 1 of those tags every other year.

Could easily do the same with hunts that aren’t divisible by 10… i.e. hunt with 15, 25, 75 tags - short the NR available tags by 1 on year one, allocate an extra on year two.

I definitely think there is merit to the idea, but it cannot happen without a huge change to:

-sequence of draw
-"up to 10%" NR cap law

Idaho sequence of draw, to the best of my understanding, is that they just start picking names and when the "up to" 10% NR is hit they stop for that unit/species.

Mixed with sequence is the "up to 10%"...this is where NR will not be able to win. NR aren't guaranteed 10% of LE and OIL tags, but "up to." Residents will see that quickly and fight it. While practically a lot of NR draw and typically fill the 10% allocation, they potentially could not.
 
If they want to make the most NRs happy, they should basically add the general deer and elk as another category of an allowable draw.

In this scenario, as a NR, you can put in for:
General deer and general elk
Or
LE deer, elk and antelope
Or
Sheep
Or
Goat
Or
Moose

This keeps the MSG crew happy because they still can get 2% sheep or goat odds or 10% moose odds. These odds will plummet soon because it takes so few guys added to the pool to diminish odds quickly.

It keeps the LE deer, elk, antelope guys happy because they can put in for decent to great LE tags without all the general draw guys killing their odds.

The guys going for general deer and elk will have the best chance because taking away the option to "upgrading" tags after LE DEA draw will cull that herd to those who simply want to hunt.

If I were a NR putting in for DEA or S or G or M I would not be happy with this change as written because it'll hurt odds. If you see the ID general draw as something you'll do and then try to upgrade or try for OIL tags, you'll love it.

I think this idea is brilliant! Making everyone choose between the draws is what’s keeping the draw odds reasonable. Even though this would eliminate my normal backup plan, I’d be happier preserving reasonable odds on MSG draws.
