Idaho bear hunting

To hunt bears in Idaho as a NR....do you buy the 'hunting license' on TOP OF the bear license and bait permit.....?

The hunting license allows you to carry a firearm in the field. The bear tag allows you to harvest a bear while doing so. The bait permit allows you to pour bacon grease on your buddies boots.
