It's short, but hits on a bunch of the problems cited in the rejection. I've heard many say that Trump's interference is the only thing that killed the proposal, but reading this (and other things), I get the sense that it's more like, 'Trump's interference is the only thing that temporarily revived this expiring idea, but then he changed his mind.'

“What you would have to do is actually improve on nature if you were to try to mitigate for the impacts within the watershed,” McLerran says. “To think that you could come up with compensatory mitigation in a pristine watershed is a bit arrogant.”
