Are non resident Wyoming youth tag applications included in the same pool as regular priced tags? Essentially, will my 13 year old son have better/same/worse odds of drawing than me, provided we have the same number of points?

There's no difference. Same drawing, same odds. Only difference is the youth license is less money.
