Ah, that's funny, I initially thought that too, but looked closer and it seems to be some sort of skull-faced guy. Maybe this is some sort of rorschach test and I'm not really an American.

It's an eagle but now that you mention it there's definitely something sinister going on with that tool box's diamond plate lip.
