CO Unit 2 Mule Deer

My Coworker Drew a unit 2 3rd rifle Mule deer tag for NW CO. He went out scouting over the long weekend, covered some serious ground, and only turned up a handful of does and a few elk. I'm thinking that maybe the deer aren't located in the same area this time of year. If anyone could offer up some advice on this unit it would be greatly appreciated. I think he burned 15 points for this tag so it will probably be a one time deal. Thanks in advance.
