CO Leftover Draw ?

I don't know much about the CO Leftover Draw and can't find much detail. I am helping my cousin out with an Elk tag and wanted to get a little more info.

Question: Do points play any role in the leftover draw or is it simply everyone put their names in a hat and they pull names until tags are all drawn?

You can't participate in the leftover draw unless you checked the appropriate box on your initial application and were unsuccessful in the initial draw. If you didn't apply in the the initial draw, you are out of luck. The next option is to wait until licenses which are still available after the leftover draw go on sale over the counter in early August.

Points are not affected by the leftover draw.
