Camo for out west (western Montana/Idaho)

Is noise that big of a deal while it is actually raining? I know it would be if this was the primary outer layer but just as an emergency rain suit I wouldn't think it would matter. Then again noise is noise but I guess I have always assumed it was muffled by the rain. This is better answered by somebody with more experience than me.
 
I use my rain gear as a top layer when its cold and windy also, hence my concern for noise. Can't beat rain gear for a light and windproof top layer. Many times I have hiked up the mountain in the dark, got my self situated to start glassing and put the rain gear on to keep warm.
 
Frog togs are the way to go. cheap, quiet and light. just don't hunt in the brush or heavy timber during rain.
