It is real, but slightly misleading. Available acres are basically everything that is recognized in local BLM Resource Management Plans as being 'available for disposal.' This is very common in RMPs and when a parcel goes up for disposal there is a public comment process and often there is a swap for other land. Typically, these are smaller parcels. You'll notice that all of the BLM land in the Newcastle Field Office is available for disposal - that RMP is in the process of being revised so that acreage should shrink considerably. Also, this isn't anything that is new - some of these RMPs are 30+ years old and their language on land disposal hasn't changed.
