Because in 2014 the BLM and Forest Service spent $144 million on grazing programs and earned a piddling $19 million in lease income. According to one study, “Appropriations for the BLM and USFS grazing programs have exceeded grazing receipts by at least $120 million annually since 2002.”

State land grazing leases in Colorado are issued by sealed competitive bid (except that existing lessees in good standing are given the opportunity to submit a higher bid if they are outbid). Last week for example, the State Land Board approved a lease renewal on 640 acres in eastern Colorado. The existing lessee was given the opportunity to beat the high sealed bid of $24/AUM, and chose to do so with a bid of $24.25/AUM.

I wonder what the ranchers here expect would happen if federal lands were transferred to the state and leases were issued by competitive bid?

The permittees in UT will probably get a fairly big surprise if the federal lands are transferred to the state. The rules/laws state that blocks of land of a certain size, I want to say 5000ac, get an automatic higher per AUM fee. Most of the federal allotments in the state would meet that criteria...
