It definitely can happen. When I lived there, it seemed like great tags often went to people with little to no points. Felt bad for a 30 sheep point holder lose out to someone with 3 points. Hate the game not the player

I actually did that back in 1996 for NM Valle Vidal archery elk. But I believe the odds were 1 in 8. Paper application. That was my first application in ANY state. Things were so different before social media.

i pulled a colorado goat tag with 3+1. i think odds were about 0.5%. lightning can strike.

Cow hunts aren't subject to the 10% quota, on the upside,
0 points takes him out of the Bonus Pass and only into the 1-2 Pass side of the draw, on the down side.
