I live traped black bears in Northern Wisconsin for 5 years with the DNR. Biggest bear we trapped was 596lb boar in the late spring, measured a bit over 9ft from base of tail to top of the head. Never was killed by a hunter. It was shot by a farmer in his hog pen about three years after we live trapped it.
To get a measurement of a bear's skull for the book you measure from the tip of the bone at the nose to the knob at the back of the skull, then add to that the width mesurement between the ears , taken with a set of calipers. A 16" or bigger skull is a hell of a bear.
You can measure a skull without fleshing or drying it but I don't remember how much to subtract for the flesh and hide.
