Just drove thru there yesterday, why wouldn't they wait to see how the winter is going to be be?

The regs don't speak to tag numbers, only opening dates for each unit and other stuff for the application period that is the month of January for elk only. That requires that they go up in December. The results of the draw is up for elk only before the end of February. The deer and antelope application period goes all the way to March 15 and the draw results usually aren't out until late June for those species. I believe that allows G&F to look at deer and antelope numbers after winter is over and increase or decrease tag numbers, as those species generally are the ones that suffer winter kill compared to the bigger and hardier elk.
