2 bulls by themselves.

I am hunting in WY for a cow, and have been checking one spot after another. On the way back to camp we spotted two bulls traveling by themselves. The bulls are still bugling and herding cows.

Would those be satellite bulls, and should I go back to the same area to try and locate cows? The sign on the area was very old.

I would look at a map.
Then i would look where a group of cows may feel safe near the spot you saw those bulls.
A canyon, thick area of trees in a depression maybe.
I have seem to find elk almost always in places most would not want to carry one out of.
 
Their smellers work better than yours. Let them birddog for you. I'd assume cow elk are close. Small bulls are like teenagers who come home every weekend to wash laundry.
