I always carry tirechains. For mud, they are especially applicable when you're in gumbo country, such as north central WY or the Missouri Breaks. I use them as my get out of jail free card. As mentioned above, some of the worst is thawed gumbo. It's terrible.

Without a lift, you'll only be able to put chains on the back which is better than not.
Difference between D and E is minimal. E load are probably not necessary. Fuel Mileage will drop by around 2 mpg (possibly more at higher highway speeds)

As others have said, there is plenty of public land, but a lot of it is difficult or impossible to access. But there is plenty that is accessible as well. Definitely bring a shovel and tirechains and be prepared for some wind and hard snow drifts.

Just go through the rim. Obviously you need one with a bit of an opening in it to pass the strap through.
