Can't speak for all locations and contracts may vary across jurisdictions. Locally, however, the Forest Service maintains the rental cabins available through recreation.gov and sure the FS gets most of that money, but rec.gov also gets a take for hosting the booking platform. There's way more standing snags in that picture than I anticipated for a 10 year old burn. That specific picture looks like an area that burned hot and hasn't had much regen yet, lots of bare mineral soil still and some shrub component which seems like maybe it isn't ready to carry fire yet.
