Yes and CDFW has been expanding opportunities over the past 5 years. There three different categories, our standard big game draw, the SHARE program (private land access via a separate random draw) and the PLM pool which is much smaller, but that's where folks who will pay sheep hunting money...- jryoung

Maybe most, certainly not all, many recognize it as a chance at college or maybe beyond.
