My limited experience says windy “non-bluebird” days make them skittish. Well traveled roads do too. Its always fun when you spot some 600 yds off the road and they bust out when you start to slow down. I find that further away from roads I get the calmer they are.
To add something to the skills discussion.......in the rolling terrain of Wyoming where I’ve hunted pronghorn in the past, I find that I walk hunched over a lot, take a few steps and glass the far hillside carefully sweeping back and forth while at the same time slowly standing up. Once stood up, I hunch over again, take a few more steps and start the process all over. Never ever just go diddy-bopping up and over a hill or ridge without clearing the far hillside and gulch/draw/valley/ravine first.
