I looked into WY antelope earlier this year, and this is what I learned. There are always tags available as leftover, which you can buy OTC. Usually those tags are in units with limited public ground. You can call the Wyoming Game and Fish offices and get landowner lists emailed to you - it took a few calls to the offices to get the right person. You need to call landowners well in advance - summer time was too late this year when I tried.
Units with lots of public land (this year at least, due to cutbacks in tags issued) will sell out in the draw, and will require a few preference points to draw. So either plan ahead on buying points to get a tag with good access, or plan ahead on obtaining access in order to use a tag that's easy to get.

As stated above, Wyoming landowner tags can't be sold or transferred to anyone else, so you'll need to get a tag in the draw or try for a leftover after the draw.
