If you apply for Wyoming deer/pronghorn and don’t draw, do you get refunded for the tag cost (similar to NM)? The only fee you pay after not drawing is the pref. point and application fee? Thanks in advance, can’t find a clear answer on this.

You get refunded tag fee, you lose application fee and credit card processing fee. Preference points are purchased separately.
