Wyoming 2nd choice?

I am lazy and can't find it. Is it going to be like Colorado preference points, and only burn up your points on a first choice draw? Or will a second choice draw burn your preference points?

You probably know this, but I don't believe you can draw a hunt as a second choice unless it is underprescribed.
