Wyoming $14.00 fee

I have never noticed before??? Has Wyoming always charged a $14.00 (non-refundable) fee???

They have since I've been applying. I look at it as a $14 lotto ticket to pull a good tag in a random drawing on a long shot Unit- if I don't have the points to have a chance in the PP portion of the drawing.
