WTB Lightweight Scope (Sub 13 Ounces)

I have a couple of Trijicon 3-9 Accupoints that are 0.4 ounces heavier than your target. I really like them. I also have a Leupold VX3 2.5-8 and a SWFA 3-9 compact that are less than 13 ounces (SWFA is sub 10 ounces).
 
Budget option - Leupold freedom 2-7x33

Better - Leupold vx3 2.5-8x36
Comparable - Maven 2-10x38

Best - Swarovski z3 3-10x42

I don’t own a freedom right now but I have intentions of putting one on my 336 at some point. I have 2 vx3’s, a maven & a Swaro on model seven’s and I wouldn’t hesitate to recommend either one.
 
The SWFA is super light. Eye relief is kind of short but I have only had it on a 223. I don’t think it would be an issue for me on something like a light 6.5 CM but it might be a problem on a magnum. I have had a couple of 2.5-8 Leupolds — one on a 300 Weatherby and one on a 270 Winchester. Both worked well.

Check out the auction sites, a number of folks made compact 3x9s...Leupold and Burris at least. Hard to beat a Leupold 2.5 x 8 if that works but people tend to hang onto them.
 
Not good enough for some, but the tried and true Burris Fullfield II 3-9x40 meets your specs and can be found for $130-ish. Killed lots of critters and I never had an issue with the ones I owned. Otherwise, a used VX-2 3-9x40 is what I use (I have two with the LR reticles that I will never, ever sell).
 
Picked up a Burris compact 3-9x32 with a bdc reticle, really nice scope. Lightweight, small, takes up a lot less of the real estate on the gun, and a good reticle that is thin enough for sub 400 yard shots this rifle is setup for. Also cut the weight down a fair bit, the rifle is noticeably less top heavy
