Can anyone help add a little clarity to the US FWS budget and funding? Some of the wolf discussion on their Facebook page got me thinking and I'm trying to understand how P-R and D-J dollars factor into their budget.
So both P-R and D-J produce $411M and $450M, respectively.

The vast majority of the $861M goes to the states. My question is can I see those amount in the Department's "proposed budget" of roughly $1.5B? If so, where? I'm want to be able to concisely explain how much R-P and D-J dollars make up the FWS budget....or do they not necessarily work in their budget proposal but are a supplemental item (fricken Government and Non-Profit Accounting rules are the reason I don't have a CPA license right now).
