Agreed. Taking away licenses didn't end the killing, only way to stop him is by locking him up.

The system the da will plea, bargain it down throw out 3/4 of the charges slap them selves on the back for getting him to plead to a, lesser charge
And tell everyone how they do such a great job of prosecuting wild life crimes
