Taxidermy “issue” how to handle?

I believe Pennsylvania had something like a review board - I don't know if they still have it.

They don't, eliminated a number of years ago by the taxidermists own lobbying efforts. Now most long to have it back as anyone with a garage is opening up as a fly by night taxidermist and taking away their business
