Thanks elkmagnet. Since every state seems to be a little different, I thought I would add some information about what exactly these meetings mean for the upcoming season.

Idaho's season setting dates:
Scoping meetings are held around February 1st, which gives time for winter game counts. Biologists hold these meetings to ask what hunters want to see changed. Biologists will spend most of February crunching numbers and trying to figure out how strike a balance between what hunters want and what game populations can actually provide.
Proposals from biologists should start hitting the website next week.
The meetings in elkmagnet's link are opportunities for hunters to tell the biologists what they think of the proposals. Biologists then review those comments and change proposals when possible to improve the supply/demand balance. You can also review the proposals and submit comments online.
Later in March the Fish and Game commission will meet to review final proposals and consider hunter comments to decide which proposals to accept and which to scrap.
The regulations for 2012 will be printed by mid April.
Big game draw hunt application period is May 1 to June 5.
