I drew a 1st season rifle tag in Colorado. My son who is 15 is going with. He absolutely loves small game hunting so for $1.75 I can get him a license. He has some of the CCI Quiet 22 ammo. Will he blow all the elk out of the woods if he is occasionally shooting his 22?

Not with that ammo. I use it all the time. I've heard pellet guns that were louder than the cci quiet!
