If I move from the state I have residency in my drivers license and voting rights need to change to where my new residence is. I now get income taxed by the new states laws. My children pay in-state tuition in the new state. Hunting privileges should be the same.

They are, but the hurdle for a lifetime license is different, because you might move again.

Seems like an easy solution would be to make a lifetime license discount your costs by the resident price. All other rules apply a normal.

Gives residents a reason to buy one and a consolation if you move away.

I bought my sons Lifetime licenses when they graduated high school. My idea was to make sure I could hunt with them if they left the state in the future, no gaming of the draw system. Both are still Idaho residents.

Yep. My dad bought me lifetime fishing/small game in MN for my college grad present because there was high odds of me not being a resident in the future.

Nobody gives a crap about a few NR paying less to go fishing or shoot squirrels though..
